"The Ningbo-Zhoushan Railway Project being carried out by our company is the first cross-sea railway in our province. It is very difficult to construct. Construction will begin in 2020. Can the examination and approval of environmental impact assessment and marine environmental impact assessment of the project be adjusted to merger examination and approval?" Recently, Qiu Yegang, deputy director of Yongzhou Railway Construction Command of Zhoushan City, sat down on the first "Enterprise Environmental Protection Consultation Day" of Zhejiang Provincial Department of Ecology and Environment, and immediately consulted on the difficult problems in the progress of the project.

"For cross-sea and land-based construction projects, EIA only needs to compile an environmental impact report, submit an application in the government service network, conduct a technical assessment, organize an expert review and make a decision to approve the project, on the premise of abiding by the original technical guidelines and standards." Fang Min, Director of the Department of Ecological Environment of Zhejiang Province, responded.

Zhejiang Provincial Department of Ecology and Environment recently established the "Enterprise Environmental Consultation Day" system to enhance mutual understanding and support between enterprises and ecological environment departments, and jointly promote the optimization of business environment and promote high-quality development. The "Enterprise Environmental Protection Consultation Day" system serves legal representatives or their representatives of all kinds of enterprises in the province. The service time is scheduled to be carried out every two months.

At present, with the decentralization of the authority for environmental assessment and approval of construction projects and the increase of construction projects approved by local governments, the reserve of pollutant discharge rights in many areas can not meet the actual needs, resulting in the difficulty of landing some major new projects or people's livelihood and environmental protection projects due to the total amount problem. Great Wall Automobile Co., Ltd. is located in Pinghu, Jiaxing, with an annual output of 100,000 vehicles, and Zhejiang Jialining Environmental Science and Technology Co., Ltd. is located in Jiaxing Port Area, where the treatment and utilization of salty and acid-containing Corrosive Waste Liquor (slag) is facing this problem.

"We have encountered the present situation in the preparation of EIA. There are no emission permit indicators in the project site, so we are under great pressure now."  The representatives of the two enterprises spoke frankly.

In the Notice on Establishing the Allocation and Assessment Mechanism of Emission Reserve, which was formally implemented in Zhejiang Province since January this year, it is clear that under the premise of guaranteeing environmental quality, local development can be supported. Provincial emission reserve can be allocated to cities, counties (cities and districts), mainly to support each region to be listed in major projects determined by the state and provinces. People's livelihood, environmental protection and other infrastructure projects.

"Both enterprises are responsible for projects that meet the basic conditions for allocation of provincial emission reserve. As long as the necessary administrative procedures are handled properly, the existing problems can be solved." Han Zhifu, Director of Comprehensive Planning Department of Zhejiang Eco-environment Department, said.

In order to ensure the follow-up implementation of the "Enterprise Environmental Protection Consulting Day", Zhejiang Provincial Department of Ecology and Environment will build a complete internal responsibility system in strict accordance with the links of auditing and accepting, handing over immediately, supervising and urging, completing within a time limit, responding actively and visiting after the event, so as to ensure that the enterprise consulting matters are answered and implemented.
