A planning institute also found that some places believe that the use of fossil energy can continue to increase significantly before 2030, and even plan the "14th five year" development plan on the high-carbon track, climb a new peak of carbon emissions, and consider the reduction after reaching a new peak.

This situation is worrisome. The emissions of new high-carbon projects in the "fourteenth five year plan" may continue to around 2050, which will bring great pressure to achieve the goal of carbon neutrality in 2060, and also reduce the development space of low-carbon technology in the next 20 to 30 years.

The fourteenth five year plan is in the leading position of national economic development. There is no doubt that the "fourteenth five year plan" formulated by the development and reform, industry and information technology, agriculture, land and other departments plays an important and irreplaceable key role in the healthy development of the national economy. Its planning objectives, development direction, planning priorities, policies and measures, major projects, capital guarantee, resource allocation, etc. will profoundly and long-term affect the quality of national economic development, and have a positive impact At the source, it has a broad and far-reaching impact on ecological and environmental protection, including carbon emission reduction. The 14th five year plan must embody the requirements of high quality development.

The Fifth Plenary Session of the 19th CPC Central Committee clearly pointed out that China's future development must and can only be of high quality. Therefore, the fourteenth five year plan compiled by various localities and industries must reflect the requirements of the "suggestions of the CPC Central Committee on formulating the fourteenth five year plan for national economic and social development and the long-term goals for the year 2035". Although a few regions and departments have put on the so-called "beautiful coat" of high-quality development in compiling the national economic development plan of the 14th five year plan, they still can not hide the "old wine" of environment, resources, extensive and extensive development.
