  Starting from December 2016, many ministries and commissions of our country jointly issued comprehensive implementation of the river lengthening system and ensured that before the end of 2018, we must establish the goal of the river system. The task is to protect water resources, prevent and control water pollution, improve the water environment, and restore water ecology. We must establish a system of four-level rivers at the provincial, municipal, county, and township levels. From the main leaders of the province to the rural cadres, we must claim the rivers and be responsible for the water quality.

  How to achieve comprehensive management across the river basin? In an interview with a CCTV reporter, Fang Min, deputy to the National People's Congress and head of the Zhejiang Provincial Environmental Protection Agency, shared some of the good methods and experiences in Zhejiang's water management work.

  Fang Min introduced that the general secretary said that the ecological environment should be protected like the eyes and that the ecological environment should be treated like life. Zhejiang Province also summed up the good practices and experiences of water control in Zhejiang during the process of comprehensive water environment management in the Puyang River Basin.

  The comprehensive management of the water environment in the Puyang River basin is the first one to grasp top-level design and strengthen leadership.In the water environment of the Puyang River Basin, Zhejiang Province has formulated a river basin management plan, which has unified requirements, unified standards, unified time nodes, and unified assessment. At the same time, in the course of governance of the water environment, it manifests the mobilization of the people responsible for the support of the party committee and the government, the supervision and support from the People's Political Consultative Conference of the National People's Congress, and the water management model of all departments to ensure the enthusiasm of all sectors. Therefore, the ecological compensation mechanism was perfected, the river length system was established and improved, and a marketing mechanism for the allocation of water resources was established so that the water control could be linked to upstream and downstream operations.

  Earlier, Fang Min also said in an interview with Zhejiang Satellite TV that the report made a heavy emphasis on strengthening the construction of ecological civilization and promoting pollution prevention and control. Therefore, with the idea of "maximizing a run once" reform, we must deepen the reform of the ecological civilization system and build a beautiful Zhejiang.
